![]() It seems any pure melee or “healer” archetype gets 210 bind wound. On that basis it makes sense why rangers, sk’s and bards wouldn’t apply.
As for the rational since they need bind wound more than healers and paladins? No clue there. My ranger almost always has greater healing on the bar. | ||

![]() If there's a logic it is an obscure one. All pure melee can and all "decent" healers can. Everything else can't. Pally probably barely made the cut thematically because they aren't great healers or great melee.

![]() Celestial Cleansing is one of the most efficient heals in the game, 1.5 sec cast too.
I don’t know the logic, probably wasn’t much of any tbh. | ||

![]() It might be due to Lifetap. The lifetap nerfs on P99 weren't on live as far as I know, so lifetap would have been a consideration for balance. I am not saying lifetaps are that OP compared to Paladin heals, but people have been biased against certain mechanics.
