NPC quests, no dialogue?

Hi, is there some game mechanic i dont know anything about concerning NPC quests, on some npcs i can just type in the words in [] from their dialogue and they respond, but on others nothing happens, i have no idea why.

Does your faction standing or like your level or class/race play any part?

Level doesn't matter for any quest,just your faction.
Some npc you need to almost be standing on top of them to get a response. Some quests particularly low level poor reward stuff just doesnt work. If you find one,you can report it on the petition bug forum

Wrong. Many quests are level gated. For example, the rogue epic. Stanos won't talk to a weakling.
