Is the mage focus Torch supposed to be dropping from Goblins in Everfrost?

You'll see vendors in Everfrost and Halas loaded with them

Can only find mentions for Najena Magicians or Cazic Alligators dropping this Torch

That's a different torch if I'm not mistaken. You need the item that identifies as Torch of Fire.

Correct. Most torches that you'll find throughout Norath are ordinary torches, meant for a lowbie human (or other race with poor night vision) to be able to see at night ... and nothing else.

The mage quest torches are special torches that look just like the normal torches, but are "secretly" different/special. It's an annoying mechanic the original EQ devs tried out early on and then abandoned (presumably because it was annoying).

Easiest way to tell is the mage focus Torch is Lore. These ones are not regular torches
