Jolt is level 55 and strength is 53

SoN is velious. All ranger spells are currently correct in terms of level and existence in game. The only outstanding issue I believe is that Flame Lick does way less aggro than it should.

Jolt was lvl 51 i am pretty sure on that. I don know if it was moved to 51 later or not But i do know it was in kunark when it was said level

No, it wasn't. It was changed in Velious.
