Spells: Spell effects?

I seem to recall on Live that at lvl 25 and lvl 39 your spell effect animations got an upgrade. It seems that this is thrown off here though. Some spells at 25 look like the 39 version (Some of my mage spells). Same thing I believe with enchanter mez, it is the lvl 39 spell effect graphic not the lvl 25.

Has this been looked into?

Resolving as Telin is the master of looking these up and has resources to determine classic effects.
