NPC Spawn Issue: Hoshkar Loot Table

ISSUE #1: Hoshkar is currently dropping Shissar Protection Staff, out of sync with the classic timeline.

ISSUE #2: Hoshkar is dropping Shissar Protection Staff and Shissar Apothic Staff on the same loot table.

Statement and Evidence:
The Shissar Protection Staff should not be in game at this point in the time line. On or around October 2001, Shissar Apothic Staff is removed from Hoshkar's loot table and replaced with Shissar Protection Staff. The Apothic Staves that are in game do not get changed or nerfed. The following links provide statements made on the EQClerics forum regarding the newly discovered Protection Staff and the removal of the Apothic Staff from Hoshkar's loot table. There was a Hoshkar at the beginning of March that dropped both the Apothic and Protection staves at the same time, which is clearly not correct as they shouldn't be on the loot table at the same time. Apothic is eventually replaced with Protection, but that is not until after Velious release.

Proposed Resolution:
#1: Removal Shissar Protection Staff from Hoshkar's loot table at this time until some point after Velious release.
#2: Replace the two Shissar Protection Staves currently in game with Shissar Apothic Staves.
