Mino Hero / Hero Bracers

I looked up the info on the Hero Bracer quest just recently, and dug up all that info about how the Minotaur Hero's respawn rate was nerfed. I'm wondering if the Mino Hero has been nerfed at this point on P99 or if he's still showing up at a more frequent rate? Somebody had posted comments on Alla's on Mar 13th 2003 about patch notes regarding the spawn rate -- just curious if we've reached that point.

Correct me if I'm wrong but I don't think we're going past 2001.
