error 1080 active character

I been getting that about an hour now-- anyone know a solution or what could cause this?

This happens to people randomly. It was happening to a friend of mine constantly so much that he couldn't even play. I asked GMs for help they said they can't do anything about it it's a login server problem. I asked eqemulator.org for help and they said they can't do anything about it it's a project 1999 server problem.
