Yes, that's precisely what is meant. it's a lot more succinct to say "african american race" than it is to say "group of black people who live in and/or have ancestors who lived in the US." If the meaning has been conveyed, then the word has fulfilled its purpose - regardless of whether or not you think it's idiotic.

The problem is when the meanings of words have different connotations than intended, or conversely when meanings are implied via certain choice of words or style of writing.

English is a wonderful language in that sense. But one must guard against intellectual laziness: either mean what you say, or say what you mean, or both. Only bad people and intellectual sloths use insufficiently specific language or subterfuge when involved in a serious conversation. You sir, are guilty of at least one of these offenses.
