My rules would be perfect. One of the biggest problems with p99 red was pretty much everybody on the server was in a rush to hit 50 then control the pve spawns. Holocaust probably had the most fun on the server because they definitely did not rush to 50. maybe a few of them but the majority did not. My rules would completely negate this mindset and force people to play the game slowly and cautiously. Every action would have to be intelligently planned out and you would be forced to constantly pay attention to your surroundings. For a change i would feel like, i was taking the role of my character. A rpg i think they call them.

Moar, MOAR! I say: when u die, u die in RL.

That would be even better for population.

If we are going to make some dumb suggestions, why not go all out?

When you die, server logs your IP and deletes all the accounts that this IP ever played on and you have to go back to EQemu.org to remake em

There was a permanent death server on Live and on eqemu. Holo pretty much dominated the eqemu one. As much as I dislike Holo they should be given credit for completely humiliating Abacab's stupid showeq infested guild.

I think XP penalty on pvp should be restricted to raid zones and/or to 40+ players, as to not bleed out the new pop, cuz you know, of the griefyouofftheserverlulz, hesinawheelchairpointandlaughlulz part of pop we got.
