Default Messing up Quests - giving Items back

any reason why not to implement this like it was later in the timeline? I think NPCs said like "i don't need this" and gave it back. I'm sure it's not classic during this timeline, but it'll save people and the GM's headache reimbursing people.

Cause not classic. I think is the deal.

Same reason J-Boots requires gold and doesn't take equivalent value platinum.

Would save the guides and GMs some time for sure. Glad they can look up and help folks with botched turn ins.
