Since July, guilds have been avoiding pulling Innoruuk to the zone in, under the assumption that it would be suspension worthy if done. We can agree that camping the zone in will cause significant problems down the road related to raid interference, recovery, what defines a 'camp', how many people in a particular location defines a 'camp', whether or not people moving to or from (in transit) can claim point A or B as a 'camp' and so forth.

Suggestion therein is to simply not pull Inny down the ramp. You can make your camp wherever you want, however the target is not to be pulled further than this point. Leaving him up the ramp makes it safe for people to gather a train, pull it down the ramp, kite around well or maestro room, etc, while leaving the upstairs clear for a pull and an engage. This also helps avoid causing any disruption regarding traffic into the zone in terms of recoveries, port-ups, mobilization, etc...
