Monk Shackle Quest

Just looking for a definitive answer of how far we can get into this quest arc. Searched the forums but cannot find this an updated answer.

Rolled the monk when Kunark was released. Quit soon after due to being held at a point in the quest that was not implemented in game yet. Shouted in EC ...no answers. [You must be logged in to view images. Log in or Register.] help

As of last month I think people were still having trouble getting shackle of steel. Shackle of bronze is the current highest that i know of.
