Default Weapon Procs (Spell limit)

Noticed this the other day while fighting Terror on a level 46 character.

About 50% of procs were landing with a Flux Bladed Axe.

Searched a bit but couldn't really find any information about this.

Should Weapon Procs adhere to the same 6 level limit that casted spells do?

As is now:

46 Ranger cannot cast any spells on a mob that is 53+
46 Ranger can land Weapon Procs on a mob that is 53+

Bump on this, anyone remember landing weapon procs on Raid mobs?

Mob had to have been 7+ levels higher than you--

Just a few mobs that show as 70 on Allahk:

Dagarn the Destroyer
Vulak Aerr
Master of the Guard
The Progenitor
The Final Arbiter
Four Warders
King Tormax
Avatar of War
Dain Frostreaver
Klandicar
Sontalak
Zlandicar
Yelinak

It had to have been before this patch on 10/08/2001.

If some of these mobs were Level 70 during this time frame, how was it possible to slow them with the 6 level limit?

Perhaps they were all capped at 66 and later changed to 70? (Would need ShowEQ logs to see).
