Rogue Errands issue spawning Guard Stald

Not 100% sure if this is a triggered spawn after the hand in for rogue errands.

But he isn't spawning. I am trying to mow down Guards to see if he has a PH.

Guard Stald does have the potential to spawn, but I believe he, Guard Ranlem, and Guard Becker need to be uniquely possible on each others grids.

This could use research, especially since classic Highpass no longer exists on live.
