You're right that there was many theories on quill... there prolly was even more on Pyzjin.
But the common theory, wich always seemed to work, was to kill the different named low lvl gnolls and lions etc.. wich i know for sure we were practizing, even it was a more general aproach it still worked
But it took conciderably longer on live to get him to pop.
On P99 you can make him pop by killing just a few ph's. then you just have to find him, and hope a random person don't get to kill him first.
prolly 25% of the server population over lvl 30 has a cloak
