According to the wikipedia article based off of research performed in the 50s states you're safest when traveling the same speed as the pack. It's when you deviate above or below that speed when your risk increases.
Also take into account that over the past 60 years the amount of traffic on average has likely soared above the levels of traffic in the 50s.
