That's one of the truly amazing things about the emergent social environment in Everquest.
Even if something isn't explicitly forbidden by official Server policy, the community organically creates disincentives to acting in a way that disadvantages other players putting in equal work. Yaay Sociology FTW.

What about the tinfoil situations where the rogue isn't pickpocketing and there aren't any gems etc dropping? Tough luck, get out?

Ninjaloot is classic, as soon as a corpse was unlocked on live in classic it was considered fair game for anyone to loot.
Training however, was usually always enforced by staff if proof was submitted. There wasn't really ever a time where players were allowed to willingly train and grief players without consequence.
