Default Spell Effects stopped working a few patches ago

My spell effects are no longer working at all. I have cross referenced my setup with a friend who has no problems. So it seems as if it may be a file issue. Please advise if this is a known issue or if there are any steps I can take to resolve the issue.

I'm sure you tried this in game but /showspell on. Also, check your INI for any spell effect related switches.

Double check the display tab and make sure spell effects are set to a visible opacity and to show for at least you or everyone.

I included all the files necessary for them to work. Place the SpellEffects folder directly to your eq directory. Make sure you overwrite and merge everything it asks and that you have the proper permissions. Keep all files inside that folder.

Then place the provided spellsnew.eff and spellsnew.edd files into your directory and overwrite.
