I agree with the OP. It seems that the spawn mechanics of the AC in SRO were changed on P1999 which is a violation of the "classic EQ" mantra.
Question: Why are tracking classes (druids, rangers and bards) who all have running speed spells camping the AC? They don't need jboots. Answer: So they can farm the AC ring to make money via MQing | ||

I had a wizard on live and I tried many times to get Jboots and never got them. The same thing was happened on live as on P99, some tracker or a group with a tracker would be stalking SRO and kill AC before I could get to it, or if I did get to it would drop it before I could.

since tracking basically does not work and you are talking about a giant cyclops, if you cant get to it first you dont get it
