Is that assuming kunark / velious items or are we talking preexpansion, presky, pre sol ro temple, etc? Is it true to you for all classes?

I would say it's true for all classes. Melee has their damage cap removed, casters are getting their class defining spells. And even pre Kunark, 20+ is when I feel most start venturing out past the zones surrounding their starting area and exploring the rest of the world. It's also when you start getting your first solid magic items (assuming you aren't twinked)
