There are quite a few cases where it’s the most DPS per warm raid body you could get.
Too chaotic. One pet breaks, kills master, then you need a backup enchanter. If you don't have one or they don't act fast enough or they get unlucky, or you get low hp aggro, etc. etc. then another enchanter goes down and their pet goes free.

Dominoes and wipe. Happens on raids with even a few enchanters with pets.

Also there is a limit to the number of good pets you can reliably charm in a particular zone.

Very common on Kael targets. Korakaz, Bvellos, Troopers, and Wolves. Pets carry hard on AoW.

I used to charm hatchlings in tov. Nice little boost for Eashen and Vyemm. Doubt folks are doing much of that today.

Idk how people are doing growth these days but we used to have tons of charms there.

Dictate juggs for Trak. Always.

I always seemed to be on my monk for Dain, but I thought I remembered charms there too.

I'm probably missing some.
