NPC Spawn Issue: Guard McClusky and Guard Donlan in West Karana

These corrupt guards are supposed to leave their tower and go extort money from other NPCs. They are supposed to wander off on about a half hour timer. Right now they just stay in their tower.

McCluskey is supposed to go north to Misty Storyswapper and Donlan is supposed to go south to the Barb fishing village.
