From what the wiki says, this is found in the Maestro's bedroom in plane of hate. Is it possible for a 49 rogue to sneak in there and snatch it?

Not since the sneak/hide changes as Cleric of Inny now see through invis.

I remember when I grabbed my book of souls on my original rogue, when some mobs (clerics) could see through sneak. I had an insta cast gate potion binded with my finger over the key for that oh shit moment. Lucky I was able to sneak past all the mobs and grab it.

iirc you can still sneak behind the mobs though and they won't see you, ^_^
