Robe of the Lost Circle in game?

I see Brother Qwinn walking around wearing the Robe of the Lost Circle. I don't think this should be in game yet? The quest to acquire it involved drops from Shadowed Men, who were not in game until Temple of Sol Ro.

Incidentally, I also see Shadowed Men up and they shouldn't be either.
