New PvP Range

Will be patching this in either tonight or tomorrow along with other stuff. Wanted to give a heads up on how it will work. We might be disabling the dynamic system, but implementing the new range scaling.

Levels 1 to 19 will have a 4 level PvP Range.
Levels 20 to 39 will have a 6 level PvP Range.
Levels 40 to 60 will have an 8 level PvP Range.

Combat will be based on the lowest level's range (a level 15 and level 20 won't be able to attack eachother,even though the 20 has a 6 level pvp range, the 15 only has a 4, attack disallowed).
