Default Raid Suspension: Forsaken

We have inspected the last 3 Class R Kills from the guild Forsaken, which includes:

Faydedar on Tue Jun 09, 2015; 08:20:11
Severilous on Tue Jun 09, 2015; 00:32:44
Maestro_of_Rancor on Mon Jun 08, 2015; 00:40:42

We extracted all Forsaken players and combined them into a common list. We then queried their guild membership prior to the formation of Forsaken. We found that 69 out of 74 Forsaken members participating in those kills were in The Mystical Order immediately preceding the guild's formation.

All of this information can be found here:

This is an obvious case of blatant circumvention of the Class Raid System. You can not simply reform your guild to change classes.

The following actions are being taken:

Forsaken is on Raid Suspension until 12 AM Wednesday, June 24th.
Forsaken will be moved to Class C immediately.
Forsaken's 1 month demotion counter will not start until June 24th.
The loot from these 3 kills will be deleted.

This was something I was wondering because it did seem like a circumvention.

"Q17: How can a guild move from Class C, back to Class R?
A: If a Class C guild does not get a Class C kill for 30 days, then that guild can request that the staff place them back inside Class R. This request will be reviewed and then decided by the staff on a case by case basis."

But just for clarification you can move from Class R --> Class C with no issues?

To move into class C you only have to kill a class C target or any target in VP.
